Context:

 

Under the overall guidance of the Head of IOM Vilnius office the successful candidate will be responsible for the coordination and implementation of the relevant activities of the project Assisted Voluntary Return and Reintegration (AVR-R) of Foreigners   

  

Core Functions / Responsibilities:

 

1.    Provide specialized support for planning, implementation and monitoring of AVR-R Project.

2.    Coordinate and monitor all operational activities:

·         Provision of consultations and pre-departure assistance for potential beneficiaries of the project.

·         Arrangement of documents and informing related institutions about travel arrangements,

·         Organization of flights, transit and reception assistance when necessary,

·         Follows-up the delivery of reintegration assistance, when needed.

      3. Identify special needs of vulnerable migrants and take correspondent steps related to special support

4. Maintain a good working relationship with government officials, partners, NGO’s and other relevant stakeholders. Initiate and organise meetings with partners and beneficiaries;

5. Act as a Project focal point for cooperation with foreign embassies.

6.  Monitor and keep oversight of the timely implementation of project and keep the HOO informed on the status of implementation of each project activity; organize the filing system of the relevant project documentation.

7. Update and maintain the AVR-R website: gather information, analyse feed-back, produce info-materials when required;

8.  Draft periodic and annual project reports on activities ensuring effective management of the project and timely reporting to donors;

9.    Plan and keep track on project expenditures.

10.  Organise AVR-R events such as seminars/ conferences, meetings, presentations and others;

11.  Attend official meetings, appointments and duty travel;

12. Perform such other duties as may be assigned.

 

Required Qualifications and Experience

 

Education

 

  • University degree (BA or equivalent) in Law, Social Sciences, Migration Studies, International Relations or related areas from an accredited academic institution with four years of relevant professional experience; or
  • High School diploma with six years of relevant professional experience.

 

Experience

 

·         Experience in project development and management;

·         Knowledge of main migration issues in Lithuania and current situation in the EU;

·         Good spoken communication skills - ability to interact with various individuals as well as organizations;

·         Experience in working with Governmental Organizations and NGOs;

·         Reliable, able to work under pressure, good organizational skills and drive for results;

·         Experience working with migrants and/ or other vulnerable groups is an asset;

·         Experience of the work with EU funded projects – preparation, implementation, monitoring, reporting is an asset.

 

 

Languages

 

Excellent working knowledge of Lithuanian, English and Russian. Knowledge of any other language is an asset.

 

Other requirements

 

Driving licence and experience.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

 

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
