Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.



Under the overall supervision of the Head of Office in Vilnius and direct supervision of the Head of Unit, the successful candidate will be responsible and accountable for the assistance in implementation of the relevant activities of the project Assisted Voluntary Return and Reintegration of Foreigners (AVR-R).


Core Functions / Responsibilities:

1.  Assist in the planning, coordination, implementation and monitoring of AVR-R project activities. Implement all operational activities of AVR-R:

  • Provision of consultations and pre-departure assistance for potential beneficiaries of the project;
  • Arrangement of documents and informing related institutions about travel arrangements;
  • Organization of flights, transit and reception assistance when necessary;
  • Communication with IOM missions in the home country;
  • Identification of special needs of vulnerable migrants and taking correspondent steps related to special support;
  • Follows-up the delivery of reintegration assistance, when needed. 

2. Draft status reports; provide timely feedback to the Programme Coordinator on the implementation of project activities; identify shortfalls in delivery and propose corrective actions.
3. Update and maintain AVR-R website: gather information, analyse feed-back, and produce info-materials.
4. Monitor budget implementation and propose adjustments as necessary. Assist in project’s financial administration. Organize the filing system of the relevant project documentation.
5. Together with the Programme Coordinator plan and organize AVR-R meetings, workshops and information events for the beneficiaries as well as for officials.
6. Maintain effective liaison and coordination with local authorities, partners, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
7. Perform such other duties as may be assigned.


Required Qualifications and Experience


  • School diploma with six years of relevant experience; or,
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.  


  • Experience in liaising with governmental authorities, national/international institutions and non-governmental organizations;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
  • Experience in project implementation;
  • Knowledge of main migration issues in Lithuania and current situation in the EU;
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage; and,
  • Experience of the work with EU funded projects – preparation, implementation, monitoring, reporting is an asset.


  Position specific skills:

  • Good spoken communication skills - ability to interact with various individuals as well as organizations;
  • Reliable, able to work under pressure, good organizational skills and drive for results;
  • Driving licence and experience.


Excellent working knowledge of Lithuanian, English and Russian. Knowledge of any other language is an asset.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
